GDPR Harms Digital Commerce

The EU's General Data Protection Regulation (GDPR) went into effect in May, 2018. In short, the law makes it harder to collect non-sensitive consumer data in a digital context. The aftermath of the GDPR has seen digital commerce in the EU suffer. Page views, digital orders, and revenue are all down relative to the likely counterfactual.
